A decree that came into force on 10 October 2026 allows the RGE label of a firm suspected of grant fraud to be suspended. What then happens to its clients' MaPrimeRénov' grant, energy bonus and zero-interest eco-loan? Here is what the text says, what it does not say, and how to check a firm before signing.

In force since 10 October 2026. Decree no. 2026-935 of 7 October 2026, published in the Journal officiel (the French official gazette) on 9 October, sets the rules for suspending a firm's RGE label and the approval of an Accompagnateur Rénov' (a State-approved renovation adviser). It protects some of households' grants, but not all of them: the date that counts is the date on which the suspension is notified to the firm.

What has changed since 10 October

The Act of 30 June 2025 against all forms of fraud involving public aid gave the DGCCRF, the State department responsible for consumer protection, the power to suspend “as a precautionary measure” a firm's RGE label (reconnu garant de l'environnement, the French environmental quality label for contractors), or the approval of an Accompagnateur Rénov'. The decree of 7 October 2026 sets out the procedure. The firm is first notified and may respond for at least 15 days. The decision is then passed on without delay to the Anah (the national housing agency), to the body that issued the label and to the France Rénov' advice centres. Finally, the body decides whether to withdraw the label or keep it in place.

6 monthsof suspension, renewable once
15 daysminimum of adversarial procedure before the decision
5 yearsmaximum ban on applying for a new label

Why the RGE label determines your grants

MaPrimeRénov', the energy bonus from energy saving certificates (certificats d'économies d'énergie, CEE) and the zero-interest eco-loan all require the works to be carried out by an RGE firm qualified for the works concerned: an insulation label does not cover a heat pump. The date also matters. For CEE, the firm must be qualified when you commit, that is to say when you sign the quote. For MaPrimeRénov', the Anah states that it must be qualified when the application is submitted and throughout the works. A suspended firm is no longer RGE: a quote signed with it after the notification no longer qualifies for these grants.

Your firm has been suspended: three situations

The decree protects households acting in good faith in two specific cases. Beyond that, it says nothing, and that is where caution is needed.

Grant keptMaPrimeRénov' already awarded

If the Anah awarded you the grant before the suspension was notified to the firm, you keep it.

Bonus keptCEE works already undertaken

Operations undertaken before the notification still give rise to certificates, and therefore to the energy bonus.

Not covered by the textApplication not yet awarded, eco-PTZ

The decree deals neither with a MaPrimeRénov' application submitted but not yet awarded, nor with the eco-loan: contact France Rénov' and your bank without delay.

Where an Accompagnateur Rénov', mandatory for a major renovation, is suspended, the household remains eligible if its application was submitted before the notification. The Anah may nevertheless reject it if the suspension is based on a fraudulent practice, that is to say a deliberate act or omission intended to deceive it.

Worked example: a heat pump and a suspension partway through

Take, by way of example, a couple in the Gironde on modest incomes having an air-to-water heat pump installed. They accepted the CEE bonus offer and then signed the quote on 2 November 2026; the Anah awarded the flat-rate grant on 20 November; the firm's suspension is notified to it on 1 December. The bonus amounts are illustrative.

Quote for the heat pump€14,000 incl. VAT
MaPrimeRénov' flat-rate grant, awarded before the notification€4,000 kept
CEE bonus, works undertaken before the notification€4,000 kept
Remaining to pay€6,000

Had the notification come on 15 November, before the Anah's award, the decree would no longer guarantee the flat-rate grant: the Anah would then have to be asked what will happen to the application.

Before signing: check the firm in five minutes

The best protection is still to check the firm before committing, and again just before the works.

  1. Look the firm up in the France Rénov' directory, by its name or its municipality, rather than relying on the logo printed on a quote.
  2. Check that the qualification covers your works and its expiry date, if need be on the website of the body that issued it.
  3. Ask for the ten-year liability insurance certificate (assurance décennale), which must be attached to the quote, and check that it covers the planned activity.
  4. Accept the CEE bonus offer before signing the quote, then submit the MaPrimeRénov' application before starting.
  5. Check the directory again just before the works, especially if several months separate the signature and the works.

How we work

In the Gironde, the Landes, the Basque Country and Charente-Maritime, we coordinate all the trades involved in a full home renovation, with a single point of contact for both the works schedule and the grants timetable. Before signing anything, ask us for the qualifications and insurance certificates of the firms that will work in your home: it is a normal request, and a reputable firm will answer it without difficulty.

Frequently asked questions

How can I find out whether my contractor has been suspended?

Look up its entry in the France Rénov' directory and on the website of the body that qualified it. If in doubt, ask your France Rénov' adviser: the Anah informs the advice centres of suspensions.

Will I have to pay back MaPrimeRénov'?

Not because of the suspension if the grant was awarded to you before it was notified to the firm: the decree provides that you keep it. An application that has only been submitted is not covered by this text.

Is my CEE bonus lost?

No, if the works were undertaken before the suspension was notified: they still give rise to certificates. Hence the importance of keeping the dated quote and the accepted bonus offer.

And the zero-interest eco-loan?

The decree does not mention it. This loan requires works carried out by an RGE firm: inform your bank without delay if your firm is suspended.

Does a suspension prove fraud?

No. It is a precautionary measure, taken after an adversarial procedure; the body that issued the label then decides whether to withdraw it or keep it in place.
